We are writing to provide a critical regulatory update regarding stone product exports from China. Per STA Announcement No. 2 of 2026 issued by the Ministry of Finance and the State Taxation Administration, China will officially cancel Value-Added Tax (VAT) export rebates for 249 products—including a wide range of stone materials—effective April 1, 2026.

Impact on Procurement & Pricing
Currently, the procurement of raw materials (blocks and slabs) in China incurs a VAT of 11–13. This has historically been offset by a 9 export tax rebate, keeping the net tax burden between 2–4.

With the total elimination of this rebate, manufacturers will be required to absorb the full input tax. This change represents a significant increase in total procurement costs, which will inevitably impact global market pricing starting in the second quarter (Q2) of 2026.

Production Timeline & Seasonal Constraints
Please factor the following dates into your Q1 planning:

Chinese New Year Holiday: February 15 – February 23.

Factory Closures: Most facilities will begin scaling down operations in late January and will not resume full capacity until late February.

Guaranteed Rates: Only orders scheduled for export during mid-to-late January and throughout March will remain unaffected by these price adjustments.

Action Required: Secure Current Rates
To benefit from the current export tax rebates, shipments must clear Chinese customs on or before March 31, 2026.
